In the normal course of events. [fact]
The separation of powers is a fundamental principle of democratic government: parliament makes the laws; the courts enforce them. In the normal course of events, each party jealously guards its patch. Judges keep the power of parliament in check by ensuring that government officials act lawfully and in accordance with the principles of natural justice, but they may not comment on government policy, or on the merits of any law.
