The UN shifted away from clan elders and concentrated in Mogadishu. [fact]

No real progress in political reconstruction took place and the U.N. reverted to its former practice of dealing primarily with the warlords and their associates, having abandoned its never-convincing efforts to 'empower' traditional clan elders. As the reduced U.N. force withdrew from its garrisons in the hinterland to concentrate in Mogadishu and prepare for the final termination of U.N.O.S.O.M., due at the end of March 1995, there was the predictable upsurge of violence, including attacks on U.N. personnel.
