A consignment of plastic explosive from Sweden would turn out to have been mysteriously transformed into casein somewhere along the way. Two arms factories in Switzerland and Spain actually became “controlled” by Bureau 24 in much the same way that Léger had played the recrudescent F.L.N. network in Algiers, and busied themselves fabricating faulty firearms and instantaneous fused grenades for the arms salesmen.
