The statistical miracle lay, as it often does, in the counting system employed. It was a simple but redoubtable trick, as New York Times journalists Jo Becker and Scott Shane revealed: “It in effect counts all military-age males in a strike zone as combatants . . . unless there is explicit intelligence posthumously proving them innocent.”
