The reform does not appear to have favored or spared any tribal segment of the population. The North may have gained a few positions owing to the better qualifications of its men. The army and other state organs may be next in line for reform. Abdirazak [Hussen] has demonstrated a high order of leadership in his effort to create a strong administrative framework for Somalia and he has a good chance to succeed in fending off eventual opposition moves in the Assembly.
