The task was difficult according to Hindle, because the civil service was more than doubled in the last two years of the UN Trusteeship Administration under Italy. Without further elucidation Hindle claimed that this was done for political reasons. As a result the GSR [govern- ment of the Somali Republic] has been saddled with the problem of an over- staffed civil service since independence.
