And prevention is at the core of radicalization theory, which centers exclusively on Muslim subjects and geographies as presumptive sources of terrorism. Muslim Americans suspected of radicalization have engaged in no criminal act. And yet young Muslim men, like Ahmed in Minneapolis, are disproportionately vulnerable to the dragnet of CVE policing, which makes the Islamophobic leap that Muslim masculinity plus piety equals a desire to enlist with ISIS or another terror network.
