In 1931, the Mandal campaigned against the declaration of caste in the census. Mark Juergensmeyer (1982/2009, 39) writes that the Mandal relied heavily on the support of privileged-caste Arya Samajis in this regard. This may have caused the Mandal to refuse the address prepared by Ambedkar.
