Ishii Shiro and his covivisectionists had dusted birds with anthrax spores and used feathers as a transmission medium; in 1949 Oram Woolpert’s Special Operations Division followed suit, using not anthrax, but the spores of two fungal crop diseases, wheat stem rust and rye stem rust.
