The CIA is failing to comply with the Freedom of Information Act, and hoarding its secrets forever, because the hoarding of secrets allows it to survive. The Agency narrowly missed being shut down in the 1970s, when the Church Committee pulled the drapes back and showed some of the squirming horror, but it was able to escape dissolution.
