The political consciousness of Black labor, white labor, and immigrant labor were to be smothered by the social discipline implicit in the legends. Complemented by the terror of state militias, company police, and security agents, the persistent threats of immigration controls, the swelling ranks of reserve labor, racialism was reattired so that it might once again take its place among the inventory of labor disciplines.
