Designating the Muslim Brotherhood as terrorist lacks hard evidence [fact]

“Let me be extremely clear,” said J. M. Berger, a counter-terrorism analyst at George Washington University’s Program on Extremism. “This initiative is concerned with controlling American Muslims, not with any issue pertaining to the Muslim Brotherhood in any practical or realistic sense.” In fact, counterterrorism experts have consistently acknowledged that there is no hard evidence at all to support a Muslim Brotherhood designation apart from one murky unauthenticated “1991 memorandum” written in Arabic by a mystery man allegedly affiliated with the Brotherhood.

QUESTION: What was in the purported 1991 memorandum, and why has it never been authenticated? Worth investigating the provenance of this document.

QUESTION: What would hard evidence for a Brotherhood designation actually look like, and who has pushed the unauthenticated 1991 memorandum narrative?
