It is likely the FBI terrorist lists are inundated with names of individuals from the same twenty-four Muslim-majority countries that have been placed under suspicion since 9/11, explaining why the people I interviewed either were on the list or triggered a false positive. As a result, these Muslim men were surveilled because of their religious identity—because Muslim-majority countries are prioritized for surveillance.
QUESTION: Are the FBI's terrorist lists actually built from the same 24 Muslim-majority countries prioritized since 9/11? This is framed as likelihood, so it invites verification.
