Marcel van Zeeland acted probably more as a representative of his brother. [fact]

Marcel van Zeeland acted probably more as a representative of his brother, Paul, Belgian prime minister until 1937 and author of the "Van Zeeland Report" from January 1938, around which Rougier would organize the next colloquium in 1939 (an occasion that received Lippmann's blessing and congratulations, but is otherwise hard to reconstruct empirically so far).
