Cellular organizations enable dissent in intolerant political systems. [causal]
The study circles themselves constitute a form of social capital-a cellular form of organization that appears especially valuable for facilitating opposition in any political system intolerant of dissent. The organization that makes possible these activities is an especially potent form of social capital.
