A collection of women's webzines also popped up in the mid-to late 1990s. Rather than competing with each other, the most successful of these sites formed alliances in "webrings" to promote each other's content. … These sites primarily focused on edgy, personal content, and were maintained on shoestring budgets by a handful of people. They combined the Riot Grrrl aesthetic of reclaimed girl culture like Hello Kitty and plastic barrettes with ironic 1950s clip art, which Michelle Comstock calls the "kitten-with-whip" look. … Women's webzines were inspired by a drive for self-expression and a frustration with the shallow content of women's magazines, rather than a more esoteric interest in the theoretical intricacies present in many print zines.
