The objective was to tighten the net of instrumentarian power through “collaboration on engineering solutions to the problem of sharing content classification techniques,” “counterspeech initiatives,” and a shared database of “unique digital fingerprints” for violent terrorist imagery to accelerate the identification of terrorist accounts.
