Fascist syndicalism, Graham specifi ed. [fact]

Starting in 1925, the British embassy widely reported on the subordination of labor to the Fascist state (October 9, 1925, FO 371/9936, fol. 257) through the outlawing of strikes, lockouts, and unions— except for the Fascist Syndicate— which were reduced to a “state of complete impotence, so far as negotiations with the employers are concerned” (December 1, 1925, FO 371/9936, fol. 259). Fascist syndicalism, Graham specifi ed, “was a factor for collaboration in production” (December 21, 1925, FO 371/9936, fol. 276).
