Mussolini delivered on his promises. Fiscal and industrial austerity (1922- 1925), followed by monetary austerity and continued industrial austerity (1926- 1928), bulldozed hardwon social reforms and workers' aspirations. Th ese policies served to enact a common purpose: the rehabilitation of the fundamental pillars of capital accumulation- nowhere better observed than in the regime's capacity to secure brisk "industrial peace."
