Th e Socialist Party conference of October 1916 in Rome drew up a plan for universal and mandatory social insurance for illness, invalidity, and old age. Less than a year later the national council of CGdL unanimously pushed for an extension of insurance to safeguard maternity and protect against work accidents and poverty (Cherubini 1977, 225ff .)
