ISIS succeeded only eleven times, and the world saw the explosive lights of that evil recruitment campaign on the night of November 13, 2015. The world does not see or hear or read about the millions of failures ISIS met inside of those banlieues, and more importantly, the failures of the state to mitigate the existential despair and disaffection that prime its soil for terror recruitment. Those Muslims failed by the French state, and that ISIS failed to recruit, are victors invisible to the world.
