Americans did not see little Mohamed or Kalsoum or the refugee population of Wajir as victims of cruel circumstance, but as presumptive radicals. They were, despite the depth of their despair and the darkness of their sight, always terrorists in the making, always two steps from becoming full-fledged terror threats. The two agents did not see Wajir as a place of humanitarian crisis, but as a rugged training ground for terrorists.
