During the fourth summit of the NAM in September 1973, President Houari Boumedienne of Algeria, host of the Algiers meeting, called for a special session of the United Nations “with a view to establishing a new system of relations based on equality and common interests of all states” (Marshall 1994). This meeting, which would take place in spring 1974, was the Sixth Special Session of the General Assembly, at which the G-77 countries officially launched the NIEO project.
