For reasons I will explain, the paper’s findings concerning the impact of property titling seem to me implausible. I will suggest a number of features of Peruvian politics and urban settlement that offer alternative explanations for the apparent increase in hours worked—explanations more closely linked to the implementation of the titling program and to its location within the wider networks of neoliberalism.
