ODEPLAN created numerous cooperation treaties with the Catholic University (thus shifting considerable funds to the Economics Department) and granted scholarships to study abroad. These activities played a decisive part in the building and maintenance of a skilled reform team throughout the military government, and in assuring the allegiance of its members to the regime.
