The actual drafting of the Code was carried out by a working group composed. [fact]

Within the UN Secretariat, primary responsibility for this task was assigned to the newly created Center on Transnational Corporations, which began its work in November 1975 with a staff of twelve. The UNCTC consisted of three branches: an Advisory Services division, which would assist developing country governments in their negotiations with MNCs; an Information Analysis division, which would gather data on multinational companies; and a Policy Analysis division charged with supporting the Commission’s work on the Code of Conduct. The actual drafting of the Code was carried out by a working group composed of experts from the country-members of the Commission.
