The reluctance of some members of the World Bank’s executive board to lend. [fact]

The reluctance of some members of the World Bank’s executive board to lend to Chile because of continuing human rights abuses strengthened the bank’s and the IMF’s ability to ensure orthodoxy: senior officials were willing to risk the disgrace and trouble of being involved in Chilean affairs only if the agreement was “flawless” on economic policy grounds (Teichman 2001, 53, 80).
