If this transformation seems obvious, the role played by networks of neoliberal intellectuals and organizations in securing it remains an ongoing debate to which this volume aims to contribute, if not resolve. While the success of the neoliberal revolution in the development sphere was fully secured only in the 1980s, and in the context of a Third World debt crisis that dramatically reconfigured the contours of the North-South debate, this chapter has emphasized the agency of individuals and organizations in articulating and promoting the policies and positions that were mobilized against the NIEO.
