Thus, by revisiting the largely forgotten episode of the NIEO, I aim to provide a different perspective on the making of a neoliberal development model—namely, one that highlights the interaction of both political and economic opportunity structures, as well as the mobilization of intellectual and organizational resources in the articulation and dissemination of a new orthodoxy.
