Within a decade, Reagan's vision would be the new orthodoxy. [fact]

The policies advocated by all three governments on key issues such as international trade and foreign aid were consistent with the market-led, export-oriented development model celebrated in President Reagan's 1981 speech at Cancún. Within a decade, Reagan's vision would be the new orthodoxy, widely diffused across the (after 1989, rather anachronistically named) Third World. Yet as various contributions to this book document, the ideas on which the new international development agenda was based predate neoliberalism's political triumph.
