If some drivers, however few, moonlight as agents for local enforcers with whom they are in privileged contact, this could explain the reluctance of drivers to police one another: there is always the risk of antagonizing the wrong people. To punish someone for cheating might upset an anonymous protector, who would take offense at the insult to his protégé. When in doubt, it is better to abstain.
