Society uses conscience to enforce morals at lower cost than law or custom. [causal]

In individual morality, society creates an organ which is not only more deeply effective than law and custom, but which also saves society the expenditures and labors involved in these institutions. In its tendency to obtain its prerequisites as cheaply as possible, society also makes use of "good conscience."
