Evasion speculation shifts from power readiness to information access. [causal]

The power-subject will now no longer speculate about the power-holder's not being ready to use his supplies of power but will speculate on the power-holder's not being informed about reasons for such action. This opens up other 'rules of evasion' which do not possess the tendency to unleash an open power struggle and which are thus more compatible with peace.

DEFINE: Clarifies the distinction between two kinds of power-subject speculation: one about the holder's readiness, the other about the holder's knowledge. The latter enables evasions that avoid open struggle.
