Patronage networks replace kin groups as the basis of safety. [causal]

A person's safety no longer lies in the strength of his kin group, but rather in having a friend at the nearest district office, who in turn has a friend at the provincial capital, who has a friend at the national capital. So, a sort of dyadic unsymmetrical system of patronage relations takes over in the political sphere.
